Talk to your local Harbour Master. There are always a few problem vessels to
dispose of (owner cannot afford to keep the mooring or remove the vessel,
owner dies & family has no use for it, untraceable owner leaves area and boat
- all sorts of things.) The HM will sort out a hull that is basically sound
and make sure any legal difficulties are covered. His say-so might also
unlock local charity funding too.
