In the absence of anything else, I was going to guess stray currents
(which may well be from shore power) from the boat of a boater in a
nearby slip or dock.

Yet another reason to avoid outdrives! :)

Good guess but not in this case. No shore power, nobody nearby with shore
power, no stray currents etc. Volvo-Penta says they had a bonding or
adhesion problem with the paint they used on some recent outdrives. We are
working with them to get it repainted.

Were all the anodes in place and properly installed?

I seem to have a hazy memory of Mercruiser outdrives having a similar
problem for a short period of time.
The cause was the same... the paint used had been changed, either for
"improvement" or, I seem to recall environmental reasons.
Whatever it was, the problem was resolved.

Before my time. I had no problems with my outdrive, but I didn't keep my
boat in a slip either.

I like having the boat on a trailer, in my driveway!
