Because if they did as your suggest, they would lose money every time they filled their tanks. Wholesale gas purchases have to be forward looking - meaning that they are selling what they have now to be able to purchase what they need tomorrow. Doing as you suggest, means that they have a stable supply of gas at a set price or have purchased a set amount of gas at a set price which no distributor does anymore - the distributor can't afford to do that because of the volatility of gasoline pricing. If they do have a stable supply of gas at a set price, then every other distributor in the area would really like to know where they get it.
