Solution: Increase capital gains on hedge fund profits. For pete's sake, George Soros made 3 billion dollars with his fund last year which is more than the GDP of the 15 world's poorest economies combined. Solution #2: In lieu of capital gains on hedging in commodities, if investment money is rerouted into housing and infrastructure, all is forgiven.
