Paul O'Neil spoke about that in the book authored by Ronald Suskind called "The Price of Loyalty". Seems that Bush 1 had won the office on a promise of tax breaks and when it was explained to him what this would do to the economy, he backed off, knowing the broken promise would cost him his second term. To me, forfeiting a second term for the good of the country says a lot about this man. Is your nickname, "spinmeister"? It should be! Why is it "spin"? Why don't you understand simple concepts?
