My aunt worked for the PCA for over 30 years, secretary to the president was
her final assignment, She retired over 25 years ago. Maybe concrete was
lighter back in those days.

It doesn't matter how "mix designs" the wannabe engineer claims to have
approved. The fact remains that normal weight concrete weighs in at
just about 4000 lb a yard. Kevin will go stop at nothing to try to tap
dance around this, just like his "schnapps whiskey" flub.
