Default insurance question

Is there any insurance that would provide liability coverage for
rental boats? If I don't own a boat, or a house, or any other thing
that would have that as a supplemental endorsement, what are my options?
I'm being told that the owner of the boat I'm about to rent will normally
have insurance whose coverage extends to a non-owner operator that uses
the boat with permission of the owner, but I've checked with couple of
marinas that advertise powerboats for rent, and they said that I'll be
liable for everything. How do people rent boats then if they don't own boats?
