I've heard about it. I've been paddling whitewater since 1994, and I
have a religious prohibition on paddling artificial whitewater, or as I
put it "drainage ditches"! ;-)

Well, it seems to me, since you mention drainage ditches, that a much
less expensive project would be to transform a section of a local creek
so that the locals could run over there after every hard rain.
