Most likely he has an engine mounted water pump with a thru hull

When the engine was running, it was actually pumping water into the main bellows and filling up the bilge. When the motor was not running, there were no leaks. It would also pump a very small amount of water through the shift cable and onto the top of the motor. Has the out drive been removed recently? If so, maybe the o-ring is pinched....
