Default Tilt and Trim Help (1970 Mercury 1150)

I have a 1970 Mercury 1150 with power tilt and trim. Right now my motor
is in the upright position and I can't get it to go down. I can hear
the tilt and trim motor running when I push the button to go down but
the motor stays up. When I push the buttons to make the motor go up it
makes the same noise it does when it's all the way up (the motor sounds
like it's bogging down). I looked around for leaks and didn't see any.

I'm ordering a service manual for this motor but I would like to get it
in the water tomorrow if possible. Any ideas for me to try?
