Most of these guys on this group are NOT PWC friendly. You would be
far better off going to www.PWCToday.com and posting into their Seadoo forum. Bill O'Neil from Watercraft Magic is the moderator of that forum and gives good advice. There are also a lot of knowlegable participants of the forum. That type of charging system often has one end of all the coils tied
together so I would not find your reading to be enough to condem it. Your best troubleshooting is to check dc voltage to the field coil and ac voltages from the coils.
