Default '90 Merc 75hp won't start

Motor was starting and running fine all morning, wouldn't start in the
afternoon. Nearly full tank of gas and fuel line connected. Starter
engages flywheel, but only turns about an inch before stopping. Replaced
battery and spark plugs, but same result. Tried pull-starting motor, there
seemed to be alot of resistance, but that may just be normal compression. I
never tried to pull-start it before, but I was able to turn the motor with
the rope, so it is not seized. Is it likely the starter needs replacement?
Should I have been able to start the motor with the pull-rope or is that
just about impossible anyway? Any help is greatly appreciated!
