Default water pressure question

Looked at a 98 Sun Tracker with a 40 HP Merc today... little concerned
about the stream the engine was shooting. Owner couldn't find his
'earmuffs'.... so we put the foot in a garbage can to crank. (didn't
run it long enough to heat the water too much) Noticed then that
there wasn't much of a stream coming out of the engine... just sort of
a drizzle. Took it to the lake, still not too much. But the boat had
a water pressure guage that was showing 10 psi or so... does that sound
about right?
