I don't know jack about omc outboards but you wouldn't troubleshoot any
further? Check voltages with an ohm meter? Are there two relays because one is up and one is down? Would swapping them possibly cause the down to start working and the up to stop working? Thus telling you only the down relay is bad? Or is it if one is bad then the other can't be far behind? First make sure all screw connections are tight. If so then replace the 2 relays. Those are the square black items in this box. They are about 1 1/2" square and just pull out. Replace both.
