Default capacity plate

I'm registering my 25' Carver and the form says I need to fill out the
capacity plate info. To my knowledge, it doesn't have a capacity
plate. It says if this is the case, fill out a cap plate form, which I
did, but on that form it says I only need a capacity plate if my boat
is less than 20'. So...do I need one, or not? Anyone know the specs on
a 1977 Carver Santa Cruz?
