no they didn't cheat.

The german text below means that the jets ordered until now are only for a
maximum of 644 passengers.

They tested with 650 which is ok for now.

Do you really think that the american authorities could be cheated so
easily??

bestellt. Deshalb würde es bei dem für die Zulassung nötigen
Evakuierungstest reichen, wenn nur 650 Passagiere das Flugzeug in der
vorgeschriebenen Zeit über Notrutschen verlassen könnten, hatte es vorab
vorsichtig geheißen.

And they cheated and BARELY made it. They used a normal load, which
