The best way to break this addiction is through technology. Since 2001, we
have spent nearly $10 billion to develop cleaner, cheaper and more reliable
alternative energy sources. And we are on the threshold of incredible
advances.

So tonight I announce the Advanced Energy Initiative -- a 22 percent
increase in clean-energy research at the Department of Energy to push for
breakthroughs in two vital areas. To change how we power our homes and
offices, we will invest more in zero-emission coal-fired plants;
revolutionary solar and wind technologies; and clean, safe nuclear energy.

We must also change how we power our automobiles.

We will increase our research in better batteries for hybrid and electric
cars and in pollution-free cars that run on hydrogen.

We will also fund additional research in cutting-edge methods of producing
ethanol, not just from corn but from wood chips and stalks or switch grass.

Our goal is to make this new kind of ethanol practical and competitive
within six years.

Breakthroughs on this and other new technologies will help us reach another
great goal: to replace more than 75 percent of our oil imports from the
Middle East by 2025.

By applying the talent and technology of America, this country can
dramatically improve our environment, move beyond a petroleum- based economy
and make our dependence on Middle Eastern oil a thing of the past.

Uh, no. He sounded as if he were trying his best to read a script, but
still needed the scroll in English at the bottom of the screen. Algore can
read aloud.

Of course you noticed that Bush's approval rating (according to Rasmussen)
was at 48% before the speech. I expect the SOTU address to add 5-7 points
to his approval rating over the next three days. He'll be in the low to
mid 50's by the weekend.

I don't want to rain on your parade, but do you know how much of our oil

It's nice to see your side coming around to an old idea. Carter proposed
complete energy independence by 2000, but then Reagan believed the market
would solve the problem and dismantled Carter's programs.

You're following the Karl Rove principle that the enemy of

Bush Administration has gotten into some of it's... shall we
say, less savory... situations.

Pretty strong reaction there, Bill. Who are you trying to

Heck, I haven't even heard from my ISP for violations of their rules -
because I haven't violated them.

Actually, you may have heard more than you wanted... if (as
I suspect) you work for a web service company... and if so,
you are open for prosecution of a more serious nature as
well as losing your job.

I don't believe the continuation of oil imported from Canada and Mexico is
particularly in jeopardy. But the Middle East is a powder keg.

Europe gets 30% of its oil from the Middle East, and Japan gets 2/3 of its
oil from there. If the Middle East falls into total chaos, and al Qaeda
gets control of the oil, the ripple effect felt here would be horrendous.

There's not just a US oil market. There's a world oil market. And a
problem in one supply area affects prices everywhere.

I'm not denying that, but if memory serves, we get around 12% of our oil
from the middle east. Cutting that my 75% is better that a sharp stick in
the eye, but it ain't going to change the oil situation by very much.

I also have my doubts about ethanol. Our agriculture sector is very oil
intensive, fertilizers, tractors, transport, etc. It's my limited
understanding that there isn't much of an oil savings by using ethanol.

Sure it would. We consume 20,000,000 barrels per day.

20% of 20 million is 400,000 barrels/day. There are probably only two dozen
other countries that consume more than that in a day.

Few modern diesels stink much anymore while underway (unless there's
something wrong). I can smell mine when I first start them at the dock, but
once underway and they warm up nobody has ever noticed any smell, even with
