I hope you are correct, but I think Bush will be remembered in a similar
fashion as Carter, a well intentioned extremely ineffective leader.

I don't think I'd argue your characterization. In may have been an
accident of history, but you can't deny, there were some powerful,
lasting
changes during his administration. He may not have been the driver, but
he was in the car.

20 years from now, somebody will be saying the same thing about Bush.
