Older Evinrude

I have an Older 4 horse Evinrude motor. Model # CE4BRCDE that I need any
information on. Starting with the year of this model. I do have a running
question & that is if I run it full speed it works fine then it starts to
slow down & stalls. If you have any advice it would be greatly appreciated
