Thanks for setting me straight- I assumed his Outboard was like my Stern

The tilt pin only limits the downward travel if it is installed or retained at all. The latching mechanism, present on the outboard, is disabled when the power trim & tilt unit is installed - all the parts are there and intact, it is just blocked from being used, into the "Release" position, with the trim brackets installed. My guess would be that the pressure relief valve screw has been backed out, or the needle/seat is worn and letting oil through. This is the screw on the pump body that you would use to raise the engine if you lose the pump motor or electric power and need to rasie the engine for trailering or beaching. Check this out first... Its when your throttling up in reverse a bit that the motor pops up. I looked for any kind of Run/Tilt lever at the back of the boat. But I think that is for manual tilts. This is all power trim. I suspect I could have a loose line? Air in it? Weak Cylinder? If you do have to bleed these things off how do you do that? (Is it like a brake system?)
