It looks like North Carolina did a better job preparing for a Cat. 1 Hurricane hitting a secluded beach than LA did when preparing for a Cat. 5 Hurricane hitting major cities, one below sea level.. Not to defend New Orleans inept job, but let's be fair. There is no comparison between the two events. The problems of evacuation a million plus, under the best circumstances, are overwhelmingly difficult. One of those circumstances would be a competent Mayor/Governor. ;-) I noticed the NC National Guard was on the scene as soon as the hurricane passed, providing SAR, police support and damage control. Hopefully other local and state agencies can learn from NC.
