Sheesh, you're stupid!!!! Haliburton's contract was COST PLUS! So, how
could it possibly be under budget????

When it's taxpayer money at stake, "better, cheaper, quicker" ends the
debate for me.

Again, cost plus project, so how was it cheaper?
