Default removal of steering cable from wheel unit - howto ?

Hi,

I need to replace the steering cable on a pontoon boat to move the
steering position forward.

I have a new Teleflex cable and believe the wheel unit is a safe-t ts
system. (it matches some pictures I have )

The new cable says to disconnect both end of the old cable and turn the
wheel. It is implied the cable should fall out when the wheel is turned
sufficiently.

When I tried that the cable fed out OK but stopped before it was fully
out. The wheel does not turn in that direction with any reasonable
amount of force.

Removing the other tube lets me look at the end of the cable and there
is no apparent locking mechanism.

Before I cut a little bit off the end of the cable or dismantle the
steering box I thought I would ask this group for suggestions.

Is there any trick to this ?
