I assume the tag receipt is in the original owners name. If so, you will
have to have a bill of sale from that person in order to register. A bill of sale from the person you purchased it from is meaningless as the original owner can claim it was stolen and you have no option but to provide the boat back to the original owner. Did the original owner say why she would not give you a bill of sale? You must either get a bill of sale or your money back.
