To tell a group of Cubans in Miami that he voted *for* the Helms-Burton
legislation is a lie. He didn't clarify his statement and say that he didn't vote for the final version due to the inclusion of Title III. He said he voted for the legislation. Well, "the legislation" as it currently stands *includes* Title III...and Kerry voted against it. Period.
