Most boats have the live well and storage compartments sealed at the top so
you don't get water splash over into the bilge from the livewell or if you
use the storage for an icechest. You may need to take a knife and cut the
silicone loose.
I assume you have removed the lids or made sure the screws for the lids are
not holding the deck down.
