Yes he was correct. There's no point in going "over" if you're going "out" because you possibly won't be there to receive. Example if you switched channels immediately after your "out". But common usage is "over and out" and most everyone knows what you mean. Sort of like on Lake St.Clair boats don't blow their horn when passing another boat, all you'd hear would be horns.
