(ie other US consortiums, via proxy & dummy corps).

China, or possibly Pakistan. Another of pair nations marked down as
"Bush's Pals."

Other than "the possibility" that they were developed from a Russian
surface/air missile, the name of Russia isn't connected with them at
all... I suggest you look at where China got all it's missile and jet
fighter plane designs. No wait, don't bother, that's entirely too logical...
