It just refers to the fact that the government is incapable of doing anything fast. That is why they contract private industry when they really need something done right now. In the case of this vaccine, why would the government even try to roll out something they have no experience with and no existing infrastructure when the private pharmacies give hundreds of millions of vaccinations a year in a very seamless process and they have their own national supply chains in place now. |
