The army certainly knows how to vaccinate a large number of people in a short time - no needles required either. So does cvs and some supermarket chains. Needles required. Around here, at least two of the supermarket chains have full pharmacies and the pharmacist on duty does flu, shingles, and possibly other inoculations. They have been trained on how to inoculate. But they are not set up for doing a large number of inoculations a day. The armed forces have lots of trained personnel who can inoculate and there is no reason not to use them. Inoculating is not a posse comitatus issue.
