Another thing that concerns me about this latest incident is that a
convicted stalker/harasser was allowed to legally purchase a firearm,
and was allowed to continue with threatening behavior. We've got to

Agree. Wonder if he lied on the ATF Form 4473, or was even required to complete one.
A shotgun is considered to be a "non-regulated" firearm in Maryland.
Here's what the process is to buy one:
Non-Regulated Firearm Sale:
A non-regulated firearm sale will forgo the Maryland State Police
background check and 7-day waiting period. Instead, one must complete a
single form (ATF 4473) and must pass a NICS (instant) background check
during the time of purchase (made by phone). One we are allowed to
proceed (usually the same day), you may leave the store with your new
purchase.
The thing that gets me though is that there is no minimum age
requirement to buy a non-regulated long gun in Maryland.
