It certainly is in the New York metro area which also includes parts
of New Jersey and Connecticut. Upper income in that part of the world
starts somewhere around 400 or $500K for a family of 4. Of course
taxes are extremely high, as well as the cost of living. House prices
start in the upper 6 figures in most burbs, commutation expenses are
frequently over $500/month, and many pay state and city income taxes
in addition to federal. When I was living in New York and working in
New Jersey, NJ was taxing my wife's salary even though she never set
foot in the state. When our kids were young, child care expense was
over $20K/year and good people were hard to find. We were lucky to
keep 50 cents of every dollar we made. I suspect the same is true for
parts of California and the Washington DC area.

I got a huge virtual pay increase when I moved to Florida and started
working from home at my old NY salary.

This is the United States of America, not just a suburb of New York
City, or LA, but you do point out why this gets promoted. That is
where all of the media lives.

The fact still remains you are talking about the top 1%, not anywhere
close to the middle of American incomes. The Tax plan is for the whole
US, not just a few blue states. In fact I think it is a finger in the
eye of those people who voted for Hillary.
Elections do have consequences.

Perhaps I am just tired of all of the talk about how this tax plan is

I think I know what you're talking about now as actual
details about the tax bill are revealed.
This is what I saw on Morning Joe about those credits.
Those credits come right from the treasury.
Here's the max allowed.
Rubio made sure a min wage worker gets 75 bucks.
Rubio made sure a median income worker get 800 bucks.
Rubio made sure a 400k worker gets 4000 bucks.
So that tells you what you need to know about 'Lil Marco.
He's really looking out for the little guy.
According to Joe, nobody in Congress has read the bill.
It's also reported that Corker was flipped with a bill
revision that benefits real estate LLC's.
Corker is apparently a player in RE LLC's.
It's a wonderful tax bill.
