HIPPA is really a result of the AIDS epidemic. People who may have had
the disease were worried that they might be outed as being gay. Time
has moved on. Gay does not have the stigma it used to have and we now
understand you don't have to be gay to have HIV.
At a certain point it may just be obsolete.
