But unlike the ACLU, the NRA doesn't make legal threats at people, organizations, church's, municipality's etc.

Harry is going to say the NRA(ILA) challenges laws he thinks are
"common sense". In both cases, it is an organization that thinks
personal rights trump intrusive policies.
