I never figured out how Harry managed to jump through all the hoops to
get a Md CCW.
According to him, living there is as safe as being in your momma's
arms. As Jack McCoy says "Was he lying then or is he lying now".

Most likely both. Harry was always trying to push someone over the
edge in those days. My theory is that he was trying to accumulate
enough threats to justify a CCW. Maybe it worked.
