When is XOM a buy?

Warren Buffett says you always want to buy when everyone else is
selling.
The way things are going, the defense stocks may be attractive too.
My crystal ball is fuzzy, but I've been watching and reading a lot
since oil was about $57 a barrel. I put my toe in at $42, but it was to
early. Lost 18% in 8 days. Invested less than 1/2% of my assets. :-)
The reasons I'm reading for lower oil prices are,
Weak demand in China as their economy slows.
US is developing much new oil with fracking and shale oil.
Iran is coming on line as a producer.
Saudia Arabia is pumping oil to slow our shale oil development.
But, this very interesting article says they're to late.

VDE may be a easy way to play it when you find the time is right for
oil. (Vanguard oil ETF).
Stock market down 456 points as I write.
Have a little cash stashed to go in when things settle.
