Cops are trained to gain control of a situation as rapidly as possible to avoid injury to themselves, the person being arrested or to bystanders. My small wife was trained to restrain out of control mental health patients, and to do it with the help of one or two other mental healh professionals. She received this training at a large state mental hospital in Florida, where many dangerous "forensic" patients are housed and treated, people I suspect are far more dangerous than the average unarmed kid you find outside a college drinking joint. She's only had to do this twice in her career, thankfully. The cops use excess force because their training is not sufficient, the violent ones are not weeded out, and they know they can get away with it. -- Proud to be a Liberal. |
