Yes. Contact a local Merc dealer. Not cheap but the kit exists.
I would recommend the Merc factory kit due to safety. 40 hp is a lot to be
hanging onto w/ an arm. If you try to rig something or go aftermarket,
safety should be a real concern.

I have an 1986 40hp Mariner outboard that is curently setup for forward
steering. I want put it onto an inflatable boat (i.e. zodiac) to use
for scuba diving and use a tiller instead of a steering wheel.

Is there some type of kit available to convert this motor to have a
tiller handle instead of forward steering?

True, but I have seen a 100 HP tiller OB on a guide boat on the Illinois
River. My friend had a 60 HP and, once it was adjusted properly, was
very easy to control.
