I know you are not part of the workaday world, but millions of Americans
are, and they find it necessary to make and receive phone calls or
emails while they commute to work. They commute all sorts of ways,
including in vehicles of various types they aren't driving. Many commute
long distances. So, your proposal is that they folks should not be able
to use their smart phones/tablets/whatever because once the vehicle is
going more than 10 mph, it should blank out?
