Default Still duking it out with salvage company

my boat was salvaged after sandy. boat's worth about $3000. salvage
company wants $4000 for the salvage

insurance company (liberty mutual) says they'd pay if the boat were
destroyed but they won't pay salvage (yeah, the solution here is
obvious but i'm not into insurance fraud)

so it looks like my options are

1. send the salvage company the keys to the boat
2. take them to court (generally the same laws that said they can
salvage the boat limit liability)
3. negotiate for a reduced rate (still working on that; not sure if
they'll go for it)

anybody have any experience along these lines? salvage company was
seatow.
