Quote one verifiable data point in the article. Hell man, the freakin' title of the document is "A Vision for the Smart Grid". Vision. Fluff.

Here's an example:

It will incorporate a system-wide solution that reduces physical and cyber vulnerabilities and enables a rapid recovery from disruptions. Its resilience will create an image that intimidates would-be attackers.. It will also be less vulnerable to natural disasters."

Precisely how will it be resilient, enable rapid recovery, and be intimidating to would-be attackers? With "a system-wide solution". snerk It is full of that type of pie-in-the-sky fluff meant to sell the idea to non-technical people. Completely non-technical, non-specific, marketing fluff. Nothing in there can be verified because there are no specifics, and that's on purpose.
