Default Nav lights on sailboat while running engine

Apparently it is OK to use a tri-light at the top of the mast on a sailboat larger than 12M and less than 20M. When running the engine, however, it appears that you must show a steaming lilght at least 1M above the sidelights. This appears to mean that the sailboat must have another set of sidelights below the steaming light on a seperate circuit. Is this correct?
