I bet it is rusted inside.
You can buff it out with a steel wirebrush like a battery terminal
cleaner or a copper tubing brush (handle cut off), chucked up in a 12"
drill extension in an electric drill.

Better is just to buy a new tube but you need to be able to pick up
the motor to do this. It is really easiest if you take the bracket off
the transom while the motor is swinging but I have see then snuck in
with everything mounted up and a big guy wiggling the motor. You use
the new tube to push out the old tube. The bigger the motor, the
bigger the guy you need. ;-)

How do I get the tube out? I took the big nuts off, maybe it is rusted
