Tim, they're called "wing in ground (WIG) effect craft" and the ones in the pics can't be very stealthy or well armed, nor look big enough to carry an anti ship missile let alone the targeting, control and launch systems. The USSR put a lot of effort into the concept as fast troop transports during the cold war. It seems to be a good design for fast, heavy lifts of short duration for, maybe, invading Norway.
