Logistics, its all about logistics.

Do you get the winter clothing sent in May or September?

That is why they always say we better expect it to take a week before
we get any meaningful help from the outside world. You can't really
stockpile supplies locally because nobody knows where the storm will
hit until after it does. NOAA guesses are still only 5 days out max.
You also need to stockpile the supplies away from the areas that will
need them. You don't want your warehouse blown up in the storm. It
takes a while to mobilize the transport for this stuff.

And, all of this is the responsibility of the poor who are living
day-to-day. Basically, that's what you're saying.

I am just saying it is beyond the capability of any government to show
up in 4 hours (or even 40 hours) with a million bottles of water. That
seemed to be what everyone expected

It is amazing the number of people who are so helpless and want to stay
helpless.

It is amazing that there are so many conservatives who have so little
compassion for their fellow humans who may be in need.

That would take only about seven or eight C-17s.

Well, Liberals are peace loving and tolerant.. More toward the
Liberation side of the road, kind of a community based politics where
everyone is equal and important. Progressives are more the the socialist
side of the road with an intolerant and elitist bent. Divisive to the
community, they survive by creating a "ruling class" and a tax slave
class. They hold power by creating a divide and using any crisis or
extreme to create anxiety between those classes, their most effective
tool is racism, progressives are extremely racist and intolerant in
general.. Liberals are not...

Do some reading, start with Roosevelt and Wilson... ;)
