Well, I'd say probably the USCG or OSHA, Dept. of Health. Dept. of
oil, gas and minerals, Dept. of Natural Recourses. or a couple undered
other agencies might keep it from being operational without further
'testing'

Of course how can they test it without using it? Put it in a public
pool to see how it's going to work?
