It looks to me lke some kind of multi-fit lawnmower blade balancing
tool. You put the blade over the cone to where it fits into the blade
shaft hole, the look to see which side dips. then grind the heavy end
until you have a reasonable balance.

You're good. I think you could use it for boat propellers also, if you ever
found need to sharpen them. I've seen some aluminum props that spent enough time
in sand that they could use a little sharpening.
