It is a blade balancer. I suppose it could be used for propellors also. The part above the shadow rests on a point which protrudes from the base. I put a new set of blades on every Spring - they last all summer into the Fall and I change them again. I can see why you would have to balance the blade after sharpening, I've just never had to do it. And well you shouldn't! It would be a pain in the ass to balance "after sharpening".
