save 500K by not installing an acoustical switch to close the blowout
preventer.

I'll give two contrasting examples.
St George Island on the Florida coast has been nearly destroyed by
tourism. Tacky row house type condos cover MY beach and the interior
of the island is nothing but poorly built "homes" whose insurance I am
forced to subsidize. The destruction to this barrier island is
FOREVER (as long as people exist). By contrast, the Chandeleur
Islands off LA which are being hit by the oil spill will recover in
about 20 years. I'd prefer the oil spill, it is cleaner.

Flood insurance is underwritten by FEMA.

Two counter examples... for your island, try picking up the trash and
passing some rules about what can and can't be built.

The Prince William Sound area was damaged in 1989. It still hasn't recovered
and it isn't even close to it.

So, basically, you don't want any gov't action, which is fine if you can
live with both of these things.
