Thirteen people on board seems very high for a 24' boat. I'd be
thinking the max would be around eight or so.

Not really, it depends on the layout. My 23' boat has a USGS capacity
placard that lists 10 people. My friend's 23' Mastercraft is rated for 12
people (go figure). I will say though that 10 or 12 bodies on a 23' boat
makes for a cramped ride. 13 on a 24' boat would most likely be just as
cramped.

I looked at the specs for one of the sea ray 24'ers. It said 8 people,
but could have been a different sea ray.

Sounds like the Coast Guard screwed the pooch on this one.

Check the weight, too. IIRC, they assume about a 150# average per person.
